Sir,

Under rule 51 of the Rules published at

pages 262-3 of the Hongkong Civil Service List 1911, I hereby state that you are charged:-

(1).

with being absent without leave on the afternoon

of the 25th. May, 1911.

(2).

with being grossly impertinent to me on the morning of the 26th. May, 1911, in that you refused to comply with what I considered to be a reasonable request, viz.:- that you should tell me your grounds for applying for two days leave

of absence.

with being grossly impertinent to me on the morning of the 26th. May, 1911, in that you stated that you would give the reason for your application for leave to kr. Fletcher because as you said he was a clever man and a gentle- -man thereby implying and meaning to imply that I was neither. (4). with speaking in a grossly disrespectful manner concerning Mr. W. Rees Davies on the morning of the 26th. May, 1911, in that you stated that Mr. Rees Davies had treated you in a manner in which no gentleman would treat you.

with declining to withdraw in writing and

to fully apologize in writing for, the expressions you had used

in relation to Mr. Rees Davies and myself, after having been given ample opportunity to consider the question.

(6).

with having been under the influence of drink on the 10th. April, 1911, in the presence of Inspector Collett.

with being a nuisance to the Police on the 10th. April, 1911, in that you asked for a Chinese detective to be
